On\u00a0May, 24 2012 Partnerships for Every Child together with the Ministry of\u00a0Labour, Social Protection and Family organized an\u00a0International Conference \u00abModern Practices in\u00a0the Alternative Care of\u00a0Children\u00bb.<\/p>\n
The aim of\u00a0the event was sharing experience in\u00a0the region and internationally in\u00a0ensuring child\u2019s right to\u00a0family. The Conference was organized in\u00a0the context of\u00a0the child protection reform, which takes place in\u00a0Moldova, focusing on\u00a0the need to\u00a0develop Foster Care for children left without parental care\u00a0\u2014 a\u00a0key service in\u00a0the family and community based services. Foster Care provides a\u00a0variety of\u00a0placements in\u00a0family environment such as\u00a0emergency, short break, short and long term placements depending on\u00a0children\u2019s needs and their situation. At\u00a0the conference there were shared positive international and regional experiences in\u00a0the development of\u00a0foster care in\u00a0particular as\u00a0well as\u00a0in\u00a0prevention\/early intervention approaches of\u00a0at-risk situation child and family may have and deinstitutionalization process of\u00a0children from residential care.<\/p>\n
\u00abWe\u00a0are moving at\u00a0a\u00a0slow pace in\u00a0this area because the local authorities are not yet prepared. This is\u00a0a\u00a0complex job, so\u00a0foster carers must be\u00a0selected with great care. We\u00a0also need well-prepared social assistants that are able to\u00a0identify children with problems or\u00a0experiencing abuse. If\u00a0the authorities invest in\u00a0this area, this will be\u00a0very beneficial for the future generations\u00bb, said Partnerships for Every Child director Stela Grigoras.
\nThe conference, which was organized in\u00a0partnership with the Ministry of\u00a0Social Protection and Family, featured experts from the United Kingdom, Ukraine, Russia and Georgia, who shared their positive practices in\u00a0the development of\u00a0Foster Care. British consultant Hugh Salmon stressed the importance of\u00a0every child being raised in\u00a0a\u00a0family environment, especially until the age of\u00a0three. It\u00a0is\u00a0also important to\u00a0ensure an\u00a0environment free from violence, abuse and parental neglect in\u00a0order to\u00a0prevent children from themselves becoming abusers in\u00a0adulthood.
\nDeputy Prime Minister Mihai Moldovanu stated that the Government was \u00abmaking every effort\u00bb to\u00a0advance reforms in\u00a0the child protection system.
\nSocial Protection Minister Valentina Buliga stated that the conference was an\u00a0opportunity to\u00a0propose and discuss unique child placement models to\u00a0be\u00a0implemented across the country. Valentina Buliga said that for Moldova, where the child protection policies had traditionally been based on\u00a0the notion of\u00a0residential institutions, Foster Care ensured the right of\u00a0the child to\u00a0a\u00a0family in\u00a0conformity with international standards.<\/p>\n
She went on\u00a0to\u00a0add that Foster Care was a\u00a0key service in\u00a0the reformation of\u00a0the child protection system. In\u00a0Moldova, 11\u00a0regions have so\u00a0far implemented this service, with the most common types being short and long-term placement. However, the minister stated that Moldova needed all forms of\u00a0placement. For example, emergency placement, which is\u00a0uncommon in\u00a0Moldova, would be\u00a0very useful for the families with children with disabilities: this type of\u00a0placement would allow them time to\u00a0resolve emergency situations.<\/p>\n
The event hosted representatives of\u00a0local authorities from the entire republic, representatives of\u00a0central authorities, NGOs and international organizations.<\/p>\n
The Conference was organized with the \u00abSupporting local authorities of\u00a0Moldova to\u00a0provide alternative family based-care to\u00a0children without parental care\u00bb project implemented by\u00a0\u00abPartnerships for Every Child\u00bb in\u00a0collaboration with the Ministry of\u00a0Labour, Social Protection and Family and funded by\u00a0the World Childhood Foundation.<\/p>\n","protected":false},"excerpt":{"rendered":"
