Objectives:

(1) Strengthen family-type services to respond to the needs of vulnerable children, including those with complex emotional needs/behavioral issues;
(2) Provide specific services for refugee children and families affected by migration crisis in the region;
(3) Family support and Parenting programmes strengthened/developed and implemented as part of the new restructured social services system.

This project builds upon the outcomes of the “Protection of Children, Women, and Families in Emergency Situations,” also funded by UNICEF Moldova (see Completed Projects). P4EC continues to provide essential Blue Dot services, including MHPSS through Child Friendly Spaces, case management, iden- tification, and referral of unaccompanied and separated chil- dren, along with support for women via mother and baby units. The project also, addresses gaps in services for children with complex emotional needs in Foster Care (FC) by piloting the Therapeutic Foster Care Service, with plans for national scal- ing. This will lead to recommendations for revising the FC service methodology to integrate therapeutic care for children with behavioral and emotional challenges.

Additionally, the project aims to strengthen the Family Sup- port Service by introducing parenting programs and psycho- social support services at regional levels, with a goal of ex- panding these nationwide. To ensure sustainability, two fully equipped facilities will be established, serving as future Family Hubs. These hubs will provide a centralized space for deliver- ing family-strengthening initiatives, and three key programs will be operational by the end of project to support this goal.
