Better Care Program

Implementation period: 1 February 2025 – 31 December 2025

Project Goal:
The project aims to strategically strengthen Moldova’s capacity to support the development of integrated child protection systems, with a particular focus on promoting comprehensive child care reforms to ensure that children are cared for within families and communities.

Project Objectives:

  • Strengthen families: Keep them together when possible and safely reintegrate children from care back into their birth families by investing in social services, with a particular focus on family support services (trainings, workshops, group and individual mentoring and coaching, as well as direct technical assistance).
  • Strengthen and diversify family-based alternative care (foster care, guardianship, and adoption) to meet the diverse and sometimes complex needs of children.

Final Beneficiaries:

Institutionalized children in residential institutions, children at risk, family members/caregivers of deinstitutionalized children, and staff from social services.

Activities:

  • Mentoring Gate-Keeping Commissions
  • Mentoring Family Support Service Staff
  • Scaling Up the PEACE Parenting Programs
  • Build the capacities of communities social workers (CSW), child protection specialists (CP) and multidisciplinary teams (MDT) to conduct complex assessments, develop individualized care plans, and implement them
  • Support children placed in Chisinau residential care system in their reintegration with their families, communities (trough mentoring/supervision)
  • Provide family strengthening activities in Chisinau municipality (individual and group support)
  • Strengthen and diversify foster care service in Chisinau municipality
  • Development of Supervised Independent Living for adolescents
  • Mentor national and local authorities to develop and strengthen child participation platform ensuring consultations of children and adolescents on childcare services
  • Advocacy and communication Awareness raising events on child’s right to grow up in a family
  • Provision of psychosocial support services to refugee parents/carers and children settled in Moldovan communities, including in Refugee Accommodation Centers across the country

The project is implementing by ”Partnerships for every child” in partnership with UNICEF, with financial support from the Government of Sweden, in close collaboration with the Ministry of Labor and Social Protection of the Republic of Moldova.
