STAS Organizational Assessment: Analysis of Administrative Functions and Processes

This report analyzes the results of the assessment of the current situation of social services in the Republic of Moldova, focusing on the status quo of service providers—namely, the Territorial Social Assistance Structures (STAS) and the staff working directly with beneficiaries (community social assistants and social workers).

More specifically, the analysis covers two key services provided by STAS: Social Assistance / Cold Season Allowance and the Home-Based Social Care Service.
